Feeling Victorian: A Photoshoot and Help!

I need help identifying the skirt she's wearing. A lady had a few outfits, retired and not, that were Molly's and Josefina's, that she gave to me, and I think the skirt is Josefina's, but i can't find it anywhere. Is is homemade maybe? Any information about it, or even the shirt will be greatly appreciated. Thanks!
